By the time Bill was elected to the Caddo Area Council Executive Board more than 25 years ago, he was already a Scouting veteran of 10 years as a Cubmaster. He earned his Eagle Rank in Troop 7 in Texarkana, Texas. As an adult, he was a Cubmaster for 10 years, council executive board member since 1983, and served two terms as council president. He currently serves as chairman of the Council Risk Management Committee.
Bill was elected to the Southern Region Board in 2002 where he has served as the chairman of the Regional National Eagle Scout Scholarship Committee for the past five years. He was the Subcamp 15 chief for the 2005 National Jamboree, and served on two Regional Board Wood Badge staffs. Most recently, Bill was appointed as the Area One Commissioner.
An active churchman at the Williams Memorial United Methodist Church in Texarkana, he currently serves on the administrative board, as a Sunday school teacher and serves on the current nominating committee. He has served as a youth counselor, adult Sunday school coordinator, lay reader and past president of the Chancel Choir.
The Texarkana community has benefited from Bill’s involvement. A member of the Wilber Smith Rotary Club, he is a past director, treasurer and has 10 years perfect attendance. He is a past president of the Texarkana Regional Arts and Humanities Council, United Way of Texarkana, Texarkana Community Foundation and past chairman of the Wadley Regional Medical Center and the Medical Center’s Foundation. Currently, Bill is the chairman and board member of the Texarkana Junior Achievement; and director of both the LifeNet Ambulance Service and Wadley Health System.
Bill is a second generation “Morriss” to receive the Silver Antelope. Bill’s father, Josh R. Morriss, Jr., is also a Silver Antelope recipient.
